W21 plate hole location

can anyone help please?
When rigging the outrigger assemblly my "W21" plates do not have the 2nd
hole drilled to take "OR7 (bothA&B)" blocks. The hole that is missing is
closest to the inside elbow how can I locate this second hole
accurately?
