I was a bit puzzled too, however, provided airspeed is low enough, which of 
course means less and less margin for error, the extra power compensates 
for the vertical momentum reduction needed for a good round out and simply 
prevents a hard arrival. As Tony says, "only for very skilled pilots".

If the airplane floats on landing you are just a bit too fast and need to 
wait for speed to decay, which takes longer in ground effect.
