While is it difficult for fluid flow to transport static in comparison with 
vehicles scraping over the ground as the boundary layer is stationary, 
distributed sheer, and  conductivity if additives present, if you want more 
peace of mind why not use a totally enclosed delivery a la yachtsmen ?  The 
nearest chandler stocks automatic valves for pipes which fit plastic 
containers similarly endowed for  setting up a syphon.  Or, by pressuring the 
container a little you can pump it all with a 12v electric pump (pressure 
limited) from the ground outside the aircraft to a junction on the filler 
hose (or a modified filler cap). The only vapour exits the vents where it 
always will anyway.  Takes longer but you can fill the time loading luggage 
and checking your flightplan etc.

Incidentally attaching a pipe to the ground from the vents invites siphoning. 
Before the internal 'forward looking pipe' mod. I found mine once steadily 
pouring fuel over the rear fuselage in a hot sun, event without a pipe !
