Absolutely right. The first layer of sanded micro will absorb resin from
the next so you get a resin rich film at the interface. This interface will
be exposed at the edges of any patches. It is impossible to sand through it
without generating a high ridge.

When sanding use sharp paper and low pressure to avoid distortion.
