I have elected to complete the rudder after fitting the Fin to the Fuselage due

difficulties builders had with this shaping and bonding of the surfaces.Some had

extensive shape alterations to the completed glass surface to obtain the desired
finish 
which sounds like hard work. It seems logical to me to have the completed fin 
and

fuselage in front of you and then shape the foam to the desired finish before 
covering

it with glass. Some builders even had shortened rudders which can be easily 
fixed
when 
dealing with foam. For what it is worth.
