That looks like the free space equation. Doesn't allow for it being stuck to
an epoxy plane  like the Europa .   Even if it does, what happens when a
coating of acid rain (dielectric constant 80+ ) runs down the outside !  but
maybe radio is the least of your worries if its that wet.
