Ira Hi! The Guy who is painting my Europa painted the Instrument panel for me. It is a 2 part process but nothing too specialized. It needs 24 hours to 'harden' although it's touch dry after 1 hour.

Cut a 1" strip of card (e.g. Carton or Software Box) the length of internalcircumference of the Wheel. Wrap this around split in Rims as it closes and this stops tube nipping into that reducing slot
