This is nearly a 10% decrease, maybe a little more than 'nominal'. With the reduction in pin diameter your pin would be less than 70% the original strength. However, the point that needs addressing

This is now the second case I am aware of. Rotax supply the engine with spring washers but I would certainly recommend drilling and wire locking to be the best solution. Merry Christmas all Andy

I think that you are probably correct. Fretting due to vibration is the most likely cause of wear. And of course wear accellerates with increased wear. Merry Christmas Andy
