That is a Parking Brake fitted beside the two Brake Levers.
The idea was to allow one handed ON or Off operation. When the levers were
short it worked OK but once they were extended the reach required from one
hand didn=B9t allow it. The Park Brake Unit was a 06-17200-MATCO BRAKE PARKIN

The Hand operated Brakes take a little getting used to initially but after
a
short time it works out. The brake discs seem to need to be worn in pretty
well as well.
After that you can establish safe taxi speed and use the rudder for many
fine adjustments in direction.
