What about two straight edges of wood or whatever, placed top and bottom, spanning the tailplane and tab held by clamps while you drill smaller than necessary holes to begin with then opening them up

If I am not mistaken, I think the restrictor was for the fuel site gage. Apparently to keep the indicated level from moving up and down rapidly in turns or turbulances or whatever. Troy you type? I S

Do it, but expect them to flap up and down on the fuselage floor. I added a clamp around the nylon tubing that I encased them in to prevent this. I encased them from the firewall to the first pulleys
